WA:Teenagers cautioned over Perth party

Two 15-year-old girls who posed as adults to lease a luxury unit in Perth's south have
been cautioned by police after a party there got out of control.

Police went to the address on The Esplanade in Rockingham at about 8.30pm (WST) last
night after reports up to 200 under-age youths were drinking alcohol in the unit and a
park across the road.

Police cleared the unit and detained several young people who were later collected
by their parents.

It's alleged that two 15-year-old girls fraudulently leased the luxury apartment by
posing as adults and lying to the owner.

INSPUR GROUP EYEING CLOUD COMPUTING MARKET

Inspur Group Eyeing Cloud Computing Market

BEIJING, Mar 28, 2011 (SinoCast Daily Business Beat via COMTEX) -- Although its satisfying performance of last year did not result from pillar business, the concept of cloud computing proposed by Langchao Electronic Information Industry Co., Ltd. (SZSE: 000977) arouses the imagination of insiders.

Last August, Inspur Group announced its cloud computing strategy In-Cloud ahead of other peers, consolidating its leading status in the Chinese cloud computing market.

Langchao Electronic Information has revealed its financial report for 2010, showing that its net profits recorded CNY 34.3049 million or CNY 0.16 per share in the period. A year ago, the company incurred a loss of about CNY 3.42 million.

The satisfying performance was based on rising gross margin of its pillar business and increasing investment returns from companies it takes stakes. As a leading server supplier, Langchao Electronic Information gained a gross margin of 21.13% for its pillar business, climbing 1.04 percentage points from a year earlier.

An unnamed analyst tells reporters that most of the profits of Langchao Electronic Information came from selling properties and investment in companies it takes stakes last year.

Hence, the company's future growth depends on its cloud computing strategy, which will lower the admittance threshold of servers and boost their sales volume. Meanwhile, Langchao Electronic Information will propose systemized cloud computing solutions, which will lift up its gross margin.

A top executive of Langchao Electronic Information predicts that China's server market will keep a stable growth of 13% to 14% in 2011 and competition among server suppliers will focus on innovation and diversified product ranges.

Cloud computing is considered as another round of IT revolution around the world during the future three to five years following personal computers and the Internet.

Data from CCID Consulting (SEHK: 8235) show that China's cloud computing market reached CNY 16.731 billion in 2010 and is expected to swell to CNY 60.678 billion by 2012, with a compound annual growth rate of 87.4%.

In the coming two years, the technology will be widely applied in industries such as government, telecommunications, education, medical treatment, finance, petroleum and petrochemical and electricity.

Sinolink Securities Co., Ltd. (SHSE: 600109) believes that Langchao Electronic Information will benefit from private cloud applications in the governmental and military fields.

On February 11, 2011, Langchao Electronic Information announced a private placement of not more than 57 million shares at not less than CNY 17.81 per share to finance at most CNY 1.004 billion. Most of the financed capitals will be put into upgrade and industrialization of cloud computing operating systems.

FED:Hard year ahead for Aust troops in Oruzgan

FED:Hard year ahead for Aust troops in Oruzgan

Eds: Reissuing to remove date in dateline.

By Max Blenkin, AAP Defence Correspondent

CANBERRA, AAP - Afghanistan's Oruzgan province, where Australian soldiers are fighting
and dying, covers an area a third the size of Tasmania of which most is arid desert inhabited
by bacteria which, according to Australia's commander, is welcome to it.

It's the rest, the fertile river valleys and green zone where people actually live,
which is the important bit.

In those areas, some rife with insurgents, Australian troops will be increasingly operating
as they seek to bring the Afghan National Army (ANA) up to a standard whereby Australia
can withdraw most forces in 2014.

Lieutenant Colonel Mark Jennings, commander of Mentoring Task Force One which spent
eight months in Oruzgan this year, tips that the next summer fighting season will be much
the same as the last.

And that was the worst yet, claiming the lives of 10 of the 21 Australian soldiers
to have died in Afghanistan.

"It really depends on the severity of the winter," he said. "We really haven't seen
a severe winter in the south for the last three winters. What that means is that the insurgents
are still able to move around and conduct activities."

Afghanistan's climate traditionally sets the tempo of fighting, with winter snow limiting
movements of insurgents to warmer months.

For Oruzgan, the geography sets the pattern of counter-insurgency activities.

Australia's Middle East Commander Major General John Cantwell dismisses much of Oruzgan
as harsh desert, quite peripheral to the main effort.

"There's nothing more than bacteria living out there and they are welcomes to it," he said.

It's really all about the valleys which radiate from what's called the Tarin Kowt bowl
in the southern part of Oruzgan, he said.

"That's where the vegetation is, that's where the water is, most importantly, and for
those reasons, that's where the people are," he said.

"And in any counter-insurgency operations or campaign, it's about the people.

"We need to separate the insurgents from the people.

"We need to give the people confidence in their own government to deliver services
and to look after them and keep them safe, give confidence to the people that their security
forces can do what they are paid to do."

In contrast to some US commanders who see the Taliban as close to a spent force, Australian
commanders are more cautious.

General Cantwell sees progress in small steps in an overall campaign of astonishing complexity.

"It's a campaign of dealing with tiny disparate security and human and economy and
agricultural challenges," he said.

"In one valley, it's very fertile and in the very next re-entrant it's only partly
fertile and they are starved of water and so the tribes fight over water. And we are trying
to impose law and order over this."

Military maps of Oruzgan underscore this complexity, with green areas, indicating reasonable
security, interspersed with red areas where insurgents remain active.

For example, Tarin Kowt town is not regarded as too bad by Afghanistan standards, as
is Deh Rawood, an area where Dutch forces performed extensive reconstruction and development
work.

Yet a short distance from Deh Rawood is the Tangi Valley, a virtual insurgent safe
haven, where Lance Corporal Jared MacKinney was shot dead in a major firefight in August.

Soldiers refer to other red areas as "shitholes". That includes Sorkh Les, where engineers
Jacob Moerland and Darren Smith died in an improvised explosive device (IED) blast in
June, and parts of the Chora and Mirabad Valleys.

The Dutch-funded 40-kilometre Tarin Kowt to Chora road link, a key development project,
is now about to enter its most difficult phase as the route takes it through the heart
of insurgent turf.

"This is all red space. Taking the road through here is going to be a very interesting
journey," said Lieutenant Colonel Jennings.

Insurgents dislike road projects for a range of reasons. They open previously inaccessible
areas to speedy security force access and greater government influence in the form of
police, education and health services. As well, it's much more difficult to emplace an
IED in bitumen.

Convincing the conservative Pashtun tribesmen living in these remote areas that their
future lies with Kabul remains a fundamental challenge.

Counter-insurgency expert Dr David Kilcullen said Kabul was not so much being out-fought
by the Taliban as being out-governed in such areas.

"It's that when people are given a choice between oppressive but effective administration
and anarchy and corruption, they tend to go to effective administration," he said.

Oruzgan's problem is that it is at best a backwater for central government activities.

It's not that services such as justice, education, health and public works need to
be rebuilt after decades of fighting. It's that they only barely existed in the first
place.

Oruzgan ranks as one of the least developed provinces in Afghanistan with, according
to defence figures, a zero female literacy rate and only 10 per cent for males. Nationally
the figures are 12.6 and 43 per cent respectively.

Trying to fix some of this in Oruzgan is the now Australian-led multinational Provincial
Reconstruction Team (PRT), responsible for coordinating all ISAF civilian development
and activities in the province.

Members are candid about the challenges. One former education director was illiterate
while another former government official was termed "shady even by Oruzgan standards."

So far from Kabul, Oruzgan's judicial system is at best a work in progress. None of
the five provincial judges has a formal university education and there is no fully staffed
courtroom.

Australia has increasingly invested in development and governance aid and that's likely
to escalate as 2014 approaches. Aid exceeded $740 million over the last decade and was
delivered at national and provincial level.

In five years in Oruzgan, Australia's focus has shifted from predominantly reconstruction
to reconstruction and training and now to training the ANA 4th Brigade to a standard where
it can assume overall security responsibility.

Both the government and defence say that will take 2-4 years - more likely four - which
will take Australia's military commitment out to 2014, tying neatly with the 2014 deadline
set at the Lisbon conference for handing all security responsibility over to the Afghan
government.

But that won't be the end, with Prime Minister Julia Gillard declaring the task was
expected to continue in some form for a decade.

There will be a reduced Australian military presence, most likely some special forces
in a security overwatch role, plus significant ongoing development aid.

Defence Minister Stephen Smith said 2011 would be a most influential year.

"When the fighting season resumes after the winter, everyone will be watching very
carefully for how strongly the Taliban return and whether the International Security Assistance
Force has been able to consolidate its gains," he said.

"But on the training front, we've been pleased with the progress, both on the army
front, to a lesser extent the police front."

General Cantwell said there was room for optimism, although it was easy to be pessimistic
as flaws were everywhere.

"The government of Afghanistan for all its manifest and obvious failings is slowly
moving forward. It is not going to be like the government of Australia. It's an Afghan
government built around tribal and familial loyalties," he said.

"It's corrupt, it's inefficient, it suffers from bureaucrats who are illiterate but
slowly slowly we are seeing progress."

Mad about Tel Aviv
Byline: GLORIA DEUTSCH GLORIA DEUTSCH
Edition: Magazine

Memo: A loft-like residence not far from the chaos of a huge and busy intersection in South Tel Aviv has a contemporary look, but it is far from being minimalistic. Box at end of text. HOMES

One of the things that makes Tel Aviv such an appealing city is the amount of greenery that springs up unexpectedly in even the grimiest of areas. You could be walking in an area of busy thoroughfares, honking cars and unattractive warehouses, then you turn a corner and suddenly you are in a graceful, tree-lined, quiet street full of residential buildings, cared-for gardens, even a few boutiques.

This was the experience of visiting Shmulik Bilgoray in his loft- like residence not far from the chaos of a huge and busy intersection in South Tel Aviv. He is an interior designer who created a home for himself, his wife, Idit, and two small children at the top of a nearly 40-year old building.
"We bought an old apartment on the fourth floor and also the roof, which we were able to turn into a second floor for us," explains Bilgoray, who studied interior architecture at a local college.

Much of his work until now was designing shops for clothing companies such as Renuar and Crazy Line.

"It's a completely different way of thinking and approach," says the 39-year-old sabra. "When you do a shop, you have to please a lot of people, and also convey the brand. For the apartment I just had to please myself, which is in some ways harder."

Having acquired the old apartment, the first thing was to knock down all the inner walls to divide the 85 square meters differently. What is now the TV room with the staircase was the kitchen, and the bedroom is where the old living room was.

"The concept was that the entrance floor would be private, with the bedrooms and work places, while the upstairs would be for entertaining," explains Bilgoray. He also put a strong emphasis on green, sustainable building with the materials he chose, and the use of energy- conserving lights placed in unusual ways.

The alteration took about two years from the moment of buying, through acquiring the necessary permits, to the day they moved in. The construction is not the classic concrete and cement but is made from pre-built panels.

"It's much quicker to build this way, and also much lighter, which is important in a very old house like this one," explains Bilgoray.

With two small children did they consider adding a playroom?

"No, the whole house is a playroom," he says with a smile.

While the apartment has a contemporary look it is far from being minimalistic, particularly on the second floor with the daring textile combinations of the living room and the warm bamboo kitchen.

"The first floor is calmer," acknowledges Bilgoray.

But it is the lounge that draws the visitor in, with its vibrant colors and eclectic style.

In a joint venture with two other designers, Micky Breger, who designs furniture, and Yaron Shmueli, who chooses the textiles, Bilgoray presents his own living room as an example of the modern styling in which his company specializes. The mixing of geometric and floral, the unusual color combinations contrive to look stunning.

"After living with them for six months, orange and pink together look normal," says Bilgoray.

THE LONG BEIGE sofa covered in a thick woven cloth is a perfect foil for the vivid cushions in contrasting fabrics which add so much color to the room. Another chair, also designed by Breger, is inspired by a wooden packing crate with upholstery in a pink floral material. Two armchairs from the 1950s and a stainless steel display cabinet complete the picture.

Out on the balcony with a dazzling view of Tel Aviv all around, a built-in grapera wood seat is covered in a hard-wearing white material that can withstand sun and rain. Out here a thriving small garden yields tomatoes, peppers and every possible herb.

Down the staircase to sample the delights of the entrance floor, we note the glass walls, the black oak floor and bamboo everywhere.

"It's an amazing material," says Bilgoray enthusiastically. "First of all it's 'green' in the sense that regular wood takes 25 years before you can use it, and bamboo can be used after five years. You buy it in rolls and although it's very difficult for the carpenter as it's extremely hard, it's very practical."

Bamboo is used all over the apartment either in its natural color or sometimes painted in black or white. In the master bedroom all the drawers and built-in closets are covered in natural bamboo.

Other interesting textures are achieved by using embossed wallpaper on wood which is also painted over. The entrance to the children's bedrooms is a gentle white curve created by using flexible board.

"This is an important junction," explains Bilgoray, "and I wanted it not to be a sharp corner, preferring the curve."

In this striking area with snow-white walls and black floor, they have managed to include a desk and computer area where Idit can work on the visual merchandising which is the essence of her work as a window dresser.

Several unusual features add interest and are easy to copy. A small niche at the entrance contains two circles cut out of the white base and painted black so you will never have to say, "Now where did I put my keys?" again.

All the electric fuse boxes are covered, and LED lighting is used wherever possible to save energy.

"We love living in Tel Aviv," say Shmulik and Idit. "We're both city people. We love to visit the countryside and see the greenery - but after two or three days we go crazy and want to come back to the city."

(BOX) Style Points

1. Make a permanent 'home' for keys.

2. Hide electrical connections behind little doors.

3. Patterns and colors do mix if done with conviction.

4. LED lights can be both attractive and energy-saving.

5. Curved walls are cheap, easy and effective.

FED: Infections during pregnancy increase cerebral palsy risk

By Danny Rose, Medical Writer

SYDNEY, Feb 16 AAP - Women who develop infections while pregnant have an increased
risk of bearing a child with cerebral palsy.

Danish researchers scoured the birth-related medical records of almost 500 children
- both with and without the disorder - born during the 1980s.

They found mothers who had suffered common vaginal conditions, such a urinary tract
infection, during pregnancy were three to six times more likely to have a child with cerebral
palsy.

The research will be officially released at a global cerebral palsy summit to be staged
in Sydney from Wednesday.

Commenting on the findings, Cerebral Palsy Australia president Diana Heggie said it
offered a rare insight into the cause of the most common form of childhood disability.

"To date, research relating to the cause of cerebral palsy has provided very little
conclusive evidence," Ms Heggie said.

"These findings linking maternal infections during pregnancy to the development of
some causes of cerebral palsy is paramount, to both those working in the field and expecting
parents."

Ms Heggie said the findings offered doctors and parents an "identifiable risk factor"

to address during pregnancy and "progress towards identifying causes helps us to better
understand ways to reduce the incidence of cerebral palsy".

New research into a second risk factor will also be detailed at the summit.

Researchers, again in Denmark, also found higher rates of cerebral palsy among children
born as a result of in-vitro fertilisation (IVF) and other forms of assisted conception.

Babies born prematurely, or as part of a multiple birth, are known to suffer higher
rates of the disorder and these are more common in IVF births than normal births.

The Third International Cerebral Palsy Conference - the largest of its kind in the
world - will be staged at the Sydney Convention Centre over four days from Wednesday.

Oly08 Flame Aust (CANBERRA)

The Beijing Olympic torch arrives in Australia this morning ahead of the Canberra leg
of the global relay tomorrow.

Barricades have been put in place on many of the city's arterial roads after protests
against China's human rights and Tibet policies dogged the torch through Europe and North
America.

China's ambassador ZHANG JUNSAI last night said Chinese guards would use their bodies
to protect the flame .. but later claimed his statement was misrepresented.

The ACT's top cop MICHAEL PHELAN says the Chinese torch attendants' role is purely
ceremonial and practical .. and they won't have any security role.

Anzac TV (SYDNEY)

The ABC is demanding all channels delay their broadcast of the Anzac Day Gallipoli
Dawn Service by half an hour .. to fit in with their television schedule.

The move is reminiscent of the furore caused by Network Seven's attempt last year to
delay the Vietnamese Long Tan dawn service to fit in with their Sunrise program.

Now the ABC says it won't stream images of the dawn service to other broadcasters unless
they promise not to air them before one o'clock (AEST) in the afternoon on Anzac Day.

News Limited reports that the ABC has arranged for images to be beamed to their newsroom
by the Department of Veteran's Affairs.

But because their broadcast of the Sydney march will not finish until 1pm .. 30 minutes
after the service begins in Turkey .. the ABC's warned other networks against going live.

MARK CATCHPOLE has been released from Sydney's Silverwater jail on bail.

The 40-year-old former club rugby player appeared before Sydney's Central Local Court

Economy (CANBERRA)

The government is bracing itself for the release of today's CPI figures .. which economists
have tipped to be another whopper.

The reserve bank has repeatedly said in recent weeks that it expects the annual CPI

quarter.

The figures will worry home owners .. who have faced a steady stream of interest rate
rises as the central bank battles to curtail inflation.

IVF (SYDNEY)

Children born through in-vitro fertilisation to lesbian mothers will be granted the
same rights as those born to heterosexual couples under law changes announced by the New
South Wales government.

Attorney-General JOHN HATZISTERGOS says he's accepted New South Wales Law Reform recommendations
which extend parental presumption provisions to cover gay mums.

The minister says the current law discriminates against these children .. because their
relationship with the birth mother's partner is not recognised by law.

CDMA (CANBERRA)

Telstra is urging its mobile phone customers across Australia to check their phones
are not on the CDMA networks .. before it's closed next week.

The CDMA network will be switched off at midnight on Monday in favour of the Next G

The telco says it's concerned some customers may not even realise they are on the CDMA
network .. and risk inadvertently losing coverage.

Teachers (MELBOURNE)

Victoria could soon have Australia's best paid teachers under a deal being brokered

warranted.

But rival chief executive TODD GREENBERG has fired back at MAYER's thoughts and challenged
his friend and former colleague to don a maroon and white jersey to test his own courage
against the Bulldogs pack.

LEAGUE BRONCOS (BRISBANE)

Brisbane say DARREN LOCKYER's Anzac Day return against South Sydney won't necessarily
mean he'll be right to play for Australia in next month's Test against New Zealand.

National selectors will pick the champion five-eighth for the May 9 Centenary battle
with the Kiwis even if he misses Friday night's NRL game.

But Brisbane's high performance director JEREMY HICKMANS says LOCKYER's recovery is
still a "work in progress".

AFL TRIBUNAL (MELBOURNE)

North Melbourne defender DANIEL PRATT will miss Sunday's AFL game against Sydney after
being found guilty of rough conduct at the AFL tribunal.

PRATT had nothing to lose by challenging the match review panel's verdict for a rough
conduct charge against Collingwood's JOSH FRASER last Saturday, as he would have been
outed for one game with an early guilty plea.

NSW: Kayakers fix rudder problem

Two kayakers paddling from Australia to New Zealand are back on course after removing
a rope which wrapped around their rudder.

Sydneysiders JAMES CASTRISSION and JUSTIN JONES are more than halfway through their
two thousand-200km journey to Auckland.

They ran into problems at about 8pm (AEDT) yesterday when the back end of their nine-metre
custom-made kayak lifted up on a wave .. and the main line of the anchor wrapped around
the rudder.

They had to wait until this morning to try to fix the problem because conditions were
too dangerous last night.

The pair set off from the NSW mid-north coast on November 13.

They reached the halfway point two weeks ago and have had to battle headwinds and a
long detour .. when they had to paddle around a whirlpool of ocean currents.

Music Industry Hanging Its Hopes on Over-40 Set's Buying Power.

By Maureen Ryan, Chicago Tribune Knight Ridder/Tribune Business News

Mar. 30--A quick glance at MTV might give the impression that popular music is created predominantly by and for twentysomethings.

But the most powerful record buying bloc in America is made up of people over 40. And they're buying a wide variety of music-- from newcomers such as Norah Jones and John Mayer, to new work by veteran artists such as James Taylor and Bruce Springsteen.

There's more to the story than Baby Boomers flexing their demographic muscles yet again, though America's 81 million 35-to-54-year-olds do outnumber the country's 75 million 15-to-34-year-olds, according to 2000 Census figures. Boomers not only have the critical mass and the cash, they also have an entirely different relationship to music than young people do.

"This demo that we focus on -- adults, 35-plus, whatever you want to peg it as . . . they're still connected to music," says Zach Hochkeppel, director of marketing for Blue Note Records, Norah Jones' label. For these folks, he notes, buying a record is "like [buying] a book. They want to have all the information. They want to have it in their library, as it were."

Whereas younger people are more apt to download or copy individual songs they like from friends -- if they're even interested.

"With teenagers and early twentysomethings, it is getting harder and harder to get them to buy a CD or buy more than just one," says Mike Camacho, manager of Tower Records on Clark Street. "With the advent of video games and the DVD format, you've got to translate [value] into music, because the value of a 12-song CD is very low in the perception of customers, our young customers especially."

The record industry has been singing the blues in recent years about online piracy of music; in the third straight year of declines, sales slumped another 6.7 percent in 2002, according to figures the Recording Industry Association of America released in February. And a 2002 study by market researchers Ipsos-Reid shows that 52 percent of all 12-to-17-year-olds have downloaded music, as have 44 percent of all 18-to-24-year-olds.

And downloading isn't the record industry's only problem. "There's been all this outcry from R.I.A.A., that CD sales are down because people are pirating music," says Sean Wargo, a research analyst for the Consumer Electronics Association. "Well the fact is, there are products that are competing for dollars -- DVDs, software, people are spending time watching movies."

DVD sales for 2002 were up a stunning 75 percent over the previous year -- a jump of nearly $5 billion, bringing total DVD sales for the year to $20 billion, according to entertainment trade journal Variety. And sales of video game consoles were also up; in January, Nintendo's GameCube, Microsoft's Xbox and Sony's Playstation saw sales gains of 24 to 31 percent over the previous January.

Joe Kvidera, who had 20 years experience running record stores before becoming general manager of the Borders store in Highland Park, blames the record industry for turning younger consumers off music.

"The fear is that by getting rid of singles," which the record industry has largely done, according to Kvidera and others, "you've killed off the next generation of music lovers. I don't see that it's like it used to be -- kids have a lot of other stuff to do.

They chat with their friends online, they download music.

"It's a different mindset," says the 40-year-old Kvidera. "When I grew up, the most fun thing you could do is go browse at the record store."

That love of music still seems to be there among Baby Boomers -- and for an industry looking for a bright spot, the post-Clearasil crowd is providing it: Just 14 percent of 35-to-54-year-olds have tried downloading, according to an April 2002 Ipsos-Reid study. That number fell to 12 percent when the company did the study again in December 2002.

"Older groups have tried [filesharing] out, and maybe aren't willing to deal with some of the more frustrating aspects of it," says Matt Kleinschmidt, senior research manager for Ipsos-Reid.

"With older audiences, the whole Internet trading thing isn't as much of a problem, just because they don't have the time," Hochkeppel says. "They're much more apt to buy a CD if they're into it. They're used to that -- having a record as a document of a time and place, as opposed to [music being] something disposable."

For proof, just take a look at recent Billboard charts, where it's plain to see that older consumers have propelled CDs of new music -- not just greatest hits collections -- by veterans such as Rod Stewart, Bruce Springsteen and Taylor into the top 20, and have helped newcomers such as Jones, Josh Groban and Mayer go seemingly from nowhere to multiplatinum status.

But as Hochkeppel found, connecting with the over-40 crowd isn't easy. "An older demo -- they're not just going to buy [a record] because you used fast cuts and put a hip-hop star in the video," he notes. "Older buyers have to hear about it a number of times, so it makes the record label's job a little harder."

Artists have responded to this challenge by getting much more creative about how they promote themselves. Ten years ago, you would never have seen an artist of Sheryl Crow's stature serenading reality-show participants, and the sight of mellow folkie Taylor hyping himself in a TV ad is nearly as incongruous. But artists deserve credit for realizing that in today's splintered media environment, they have to go after consumers in a whole new way.

And the short version of the new marketing mantra could be: Forget Carson Daly, get to know Katie Couric and the folks at National Public Radio.

Miles Copeland, Sting's former manager, helped rewrite the marketing rulebook when Sting's last studio album, "Brand New Day," came out in 1999.

"Sting was verging on 50 -- there was no way he was going to fit MTV's format," Copeland recalls. "That meant thinking outside of the box -- primarily of ways we could get on TV. That's where our audience was."

Hence Sting's marathon appearances on daytime shows, late-night shows and, fittingly, a New Year's Eve show (Copeland talked Sting into changing the name of the record from "The Lovers" to "Brand New Day" so that they could tie it into new-millennium celebrations).

Following in Sting's footsteps, artists such as Springsteen, Taylor and Crow are increasingly looking to get on television any way they can. Some are even playing music on TV shows; Jakob Dylan and the Wallflowers appeared on "CSI," singer-songwriter Aimee Mann has played on "The West Wing" and "Buffy the Vampire Slayer," and Crow toted her guitar to CBS' "Big Brother" house. For most artists, though, network morning TV shows are their first stop these days.

"Ten years ago, before the `Today' show had the studio on [the] street, the live music was inside, there was no crowd -- to be honest, there was not a lot of appeal unless it was a huge superstar," says Michael Bass, now senior executive producer of the CBS' "The Early Show" after spending eight years at "Today." "It wasn't great programming for the show -- it was kind of a sterile environment."

Now, though, the morning shows are staging energetic live concerts outside their studios, and given that the show's audiences skew toward over-40 women with money to spend, it's not hard to get musicians to wake up at 4 a.m. to hang with Katie and Co.

Four years ago, Sting helped pioneer another now-popular method of promotion: artist as (tasteful, of course) commercial pitchman.

Copeland took one look at the video that Sting had made for "Desert Rain" and said, "You made a car commercial." He called up the folks at Jaguar, who were more than happy to make Sting and the song the centerpiece of a new TV campaign.

"They came up with a marketing campaign that was 10 times greater than the campaign that the record company had," Copeland says. "Our record went from dead in the water at 900,000 [units] to selling over 4 million. It took off like a rocket."

Such success was not lost on artists such as Taylor, who starred in a commercial spot advertising his latest album, "October Road." The TV spot and his ubiquity on everything from "The View" to "The Charlie Rose Show" helped Taylor's record debut in the Billboard top 10 last August and sell a million copies in the two months following its release.

Think the new approach worked? Well, Taylor's last CD, 1997's "Hourglass," took a year to go platinum.

Even hype-wary artists like Springsteen are following in Taylor's footsteps. The Boss made a host of TV and press appearances in support of 2002's "The Rising," and did an hourlong TV special on CBS in early March of this year. So far the record has sold more than 2 million copies.

Would Springsteen have done a CBS special 10 years ago? "The answer to that is no. Because he didn't, and I asked him," says Jack Sussman, senior vice president of specials for CBS. But, as Sussman points out, 10 years ago Springsteen was almost guaranteed radio airplay, which isn't the case today.

"There's no denying that if you get consistent and frequent [radio] airplay, that day in and day out, that helps you," Sussman notes.

"But for one night only, you cannot beat the power of network television.

. . . You're exposed to people who might not normally watch you, whereas if you are just on a cable channel, you are exposed to that cable channel's narrow audience."

Television may help the big shots reignite their careers, but non-commercial radio is helping a much wider range of artists gain notice.

"One of the best outlets for approaching the Baby Boomer customer has been public radio," says Tower Records' Camacho. "An NPR feature on Eva Cassidy skyrocketed her sales. . . . I think that is one way we're selling music to a customer that is not listening to traditional radio."

"Those things, I think, are money in the bank, especially for this [older] audience," Hochkeppel says of Jones' NPR coverage. "It's a huge and very trustful audience."

And it's not hard to figure out whether NPR exposure has an effect on sales; There's usually a healthy spike in Amazon.com sales of a CD shortly after it has been featured on "All Things Considered," according to the show's director, Bob Boilen.

"It's somewhat anecdotal, but a record company will call me up after the fact and say, `I've never seen a record featuring the oud and piano as the No. 1 album on Billboard's world music chart,'" Boilen says.

"I've known this for 14 years -- there's this mass audience that's starved for music," Boilen says. "The generation that many of those people are part of grew up hearing radio where somebody came into the radio station with music they were passionate about. . . .

There's a whole generation of us, and that stopped. The hunger didn't go away, just the good music went away."

In fact, Camacho says that when Tower created a special "all-NPR" display in the store, he was "shocked" at how well it did. Still, he admits that retailers have a long way to go in attracting the over-40 crowd, especially women, who have displaced men as the majority of music buyers, according to R.I.A.A. figures.

"I've been working in record stores for 10 years now. We have never ever targeted that customer, as a matter of fact, we've never even accommodated that customer," Camacho says. "It's always been about getting the teenagers to buy records and getting guys in their 20s to buy records."

In an industry with fewer friends than ever, though, relying on listeners over 40 might just be the road to salvation.

69 Percent of Americans Shut Their Wallets Due to Incivility, According to New Weber Shandwick Survey.

- Survey Also Finds Increased Incivility in the Workplace, Classroom and Online -

NEW YORK, June 21, 2011 /PRNewswire/ -- For the second year in a row, about two-thirds, or 65% of Americans say that civility is a major problem, according to the annual Civility in America poll released today by Weber Shandwick and Powell Tate in partnership with KRC Research. Among the many aspects of American life impacted by incivility - such as politics, sports, schools, workplaces, among others - is American business, considered by 48% of respondents to be uncivil. At a dramatically increased pace from 2010, Americans are voting out incivility with their wallets by severing their patronage to companies (69%), redefining their perceptions of brands (69%), and spreading negative word-of-mouth about companies (58%).

The 2011 online survey was conducted in May among 1,000 American adults to assess attitudes towards civility online, in the workforce, in the classroom and in politics. An earlier release covered civility and politics (http://bit.ly/l9MzoY).

Micho Spring, chair of Weber Shandwick's Global Corporate Practice, states: "Our second annual Civility in America poll confirms that the decline in civility is seeping into all facets of American life, including our workplace, our schools, our online lives and consumer sentiment. The risk of companies losing business because of incivility is startling and growing. The topic of civility deserves to be part of the growing national debate on how we communicate responsibly in our daily lives."

Further underscoring incivility's power on the wallet, a recent survey by Consumer Reports found that 64% have left a store due to poor service. This data coincides with our finding that 65% of Americans have experienced incivility during a shopping trip.

In a related finding important for the marketplace, nearly six in 10 Americans (58%) report "tuning out" advertising because of perceived incivility. Companies whose businesses depend upon consumer perception should heed these findings as they try to emerge from the recession.

Incivility on the Rise in Other Aspects of American Life

Over one-half of Americans (55%) believe that civility in America will get worse in the next few years. This is significantly higher than Americans' perceptions on incivility measured last year (39%). Civility in the workplace, schools and the Internet were explored in our second annual survey:

* Incivility at Work

Over four in 10 Americans - 43% - have experienced incivility at work. A nearly equal number (38%) believe that the workplace is becoming increasingly uncivil and disrespectful.

Workplace leadership is blamed for this decline by approximately two-thirds (65%) of those who perceive greater incivility in the workplace. This perception could possibly be fueled by the cynicism towards CEOs brought on by the recent recession or the belief that bosses are responsible for setting the tone at the top for acceptable behavior.

After workplace leadership, Americans who perceive greater incivility in the workplace cite employees themselves (59%) for workplace incivility. Other reasons include the economy (46%) and competitiveness in the workforce (44%).

As a consequence of this growing trend on the job, the majority of Americans (67%) agree that there is a critical need for civility training in the workplace.

* Incivility Online

Asked about the civility of social networks, nearly one in two (49%) say that they are uncivil, an increase from 2010 (43%). However, Americans are much more inclined to name other sources besides social media and the Internet as uncivil - political campaigns, pop culture, media, government, the music industry and the American public.

Incivility causes Americans to change their online behavior - 49% report that they have defriended or blocked someone online, 38% stopped visiting an online site because they were uncomfortable and 27% dropped out of a fan club or online community or forum.

Chris Perry, President of Weber Shandwick Digital Communications, says, "Digital conversations are meant to engage and foster multi-dimensional dialogue. They are not meant to demean others or be hurtful. Although this research shows online incivility slightly on the rise, the connectivity and opportunity for dialogue ultimately outweighs the risk."

Cyber bullying or online harassment of children or teens is of great concern to Americans today. Nearly 7 in 10 Americans - 69% - report that cyber bullying is getting worse. An equally large number - 72% - worry about children being cyber bullied. These high figures underscore parental concern about online incivility and youth. The majority of Americans - 78% - believe that civility training should be offered in our nation's schools.

Leslie Gaines-Ross, Weber Shandwick's chief reputation strategist and online reputation expert, remarked: "Incivility at school and cyber bullying is fast becoming commonplace and we do not want to become immune to it. The research underscores the need for a more positive and responsible climate for our nation's youth."

The coming digital tsunami will change everything.(ECONOMY)(ON COMPUTERS)(Column)

Byline: Mark A. Kellner, THE WASHINGTON TIMES

Barring catastrophic events, June 6, 2011, will likely go down as a day on which much of the computing world changed. If all goes according to plan, Apple Inc. CEO Steve Jobs will give a keynote address to the firm's Worldwide Developers Conference in San Francisco and, joined by other company executives, unveil a bunch of new things.

Specifically, as Apple detailed in a May 31 announcement, Mr. Jobs & Co. are expected to announce and preview its next generation software - Lion, the eighth major release of Mac OS X; iOS 5, the next version of Apple's advanced mobile operating system which powers the iPad, iPhone and iPod touch; and iCloud, Apple's upcoming cloud services offering.

Nothing more was said about iCloud, but reports in the Wall Street Journal and other media suggest an Internet-based music service that will allow you to hear your music anywhere, on just about any device.

While all this undoubtedly will impress the Apple faithful, there's more here than first meets the eye.

After all, the iPhone, iPod touch and iPad all connect to PCs running Microsoft Corp.'s Windows operating system. Multiple millions of iDevices are synchronized on those machines using Apple's iTunes, Windows version.

So with so many of us using Apple-created devices, albeit not all of them the standard Apple desktop or notebook computer, what the firm does is important. But there's more still.

If iCloud merely offers music, that's nice but not much. If it becomes a kind of cloud-based computing environment, where we could store personal data, photos, work files and what have you, accessing them from mobile phones or tablet computers as well as your nearest Web browser, and do so securely and easily, it gets better still.

If it somehow teams with Apple's iWork applications for the iPad - for word processing, spreadsheet and presentations - then you've got the Davidic smooth stone that could bring down the traditional computing Goliath. Microsoft fans may commence worrying now.

The cloud is the future of information technology, or IT, so suggested Google's executive chairman, Eric Schmidt, in a conversation Tuesday with tech mavens Walt Mossberg and Kara Swisher of AllThingsDigital.com at the D9 Conference. Instead of selling products and services chiefly to enterprises, computer science is working on solving consumer problems: What you are seeing is the death of IT as we know it, Mr. Schmidt is quoted as saying.

And, this observer would suggest, what you are seeing is the birth of another kind of computing. Hard on the heels of whatever Apple announces next week, Google and its manufacturing partners will unveil the first Chromebooks, netbook-style computers that do everything in the cloud, using Google's Chrome browser/operating system and cloud-based applications. It will be a somewhat different experience, in some ways, than traditional desktop computing, but I expect it will be far better than some earlier attempts.

If the costs of ownership and operation are lower for a Chromebook or a supercharged iPad than for a traditional Windows-based computer, don't be surprised if users migrate toward these platforms. We've seen the mad dash toward the iPad, with millions and millions sold, to borrow a phrase. That trend could quickly snowball if there are ways to make it work on an enterprise level.

Ironically, some of this isn't really new: Years ago, Sun Microsystems, of which Mr. Schimdt was once chief technology officer, promoted the idea of a desktop terminal activated by a smart card. Plug in the card and your computing desktop, complete with applications and data files, would appear. Remove the card, and your workspace vanished back into the depths of the network server.

Now, that idea could easily move to the cloud. If it does, that cloud would lead us all to a very new day. Monday's Apple announcements could truly be the start of something big.

Google faces [pounds sterling]1bn fine for 'cheating'.(News)

Byline: Sean Poulter Consumer Affairs Editor

GOOGLE faces a fine of more than [pounds sterling]1billion after the European Commission launched an investigation into claims it is abusing its power.

It is said to have manipulated its web search technology to make it difficult for consumers to find links to rivals' sites and services.

Google has enormous power given the fact that more than 90 per cent of all internet searches carried out in Britain and Europe use its service.

Several competitors say links to their services appear too low on Google's search results. They also claim when Google offers similar services - such as online price comparison - it puts its own links higher on the list of results.

The Commission is taking action after complaints from the UK-based price comparison site Foundem, the shopping site Ciao, which is owned by Microsoft, and French legal search engine ejustice.fr.

The investigation is the first of its kind into Google. If found guilty it could, in theory, be fined up to 10 per cent of its European turnover, which could be as much as [pounds sterling]1.6billion. In previous cases, the Commission fined the computer chip maker Intel some [pounds sterling]900million and Microsoft [pounds sterling]1.2billion for similar abuses of power.

The Commission stressed the decision to investigate does not imply any wrongdoing by Google. It has notified the U.S. Department of Justice of its investigation, which is likely to take 'at least a few months'.

Competition commissioner Joaquin Almunia said: 'Rigorous competition of all players, including smaller and innovative ones must be preserved for the future.' Google maintains it has done nothing wrong, adding: 'We have worked hard to do the right thing by our users and our industry. But there's always going to be room for improvement, and so we'll be working with the Commission to address any concerns.' Google also said there were 'compelling reasons' why the complaining companies 'were ranked poorly' in searches. It said Foundem 'duplicates 79 per cent of its content from other sites, and we have consistently informed webmasters that our algorithms disadvantage duplicate sites'.
